BBMP to Split? Restructuring & Decentralization plan

The Karnataka government has recently announced the plan to split the BBMP into multiple corporations.

But not without sparking a mix of support and opposition.

The Apex regulatory body of Bangalore, the Bruhat Bengaluru Mahanagara Palike (BBMP), is a single body that oversees the civic order and development of India's Tech Capital. The organization's restructuring and decentralization have been on the cards since 2014, after forming the BBMP Restructuring Committee formed in 2014 and the Greater Bengaluru Governance Bill of 2018, the plan has remerged now.

It is modelled after the London Borough model to restructure BBMP into five smaller municipal corporations.

This proposal aims to decentralize governance and improve administrative efficiency. However, it has also raised concerns among former councillors and various stakeholders.

If implemented, it will create a great impact on the booming real estate sector in Bangalore.

The Idea Behind: Why BBMP Restructure?

Bengaluru’s rapid growth and expanding urban landscape which has now grown to South & East have outpaced the current governance framework. The existing BBMP structure is often criticized for being too centralized and inefficient. By creating smaller corporations, the government hopes to bring administration closer to the people, ensuring more responsive and localized governance.

The proposed three-tier governance model includes:

Empowered Ward Committees: At the grassroots level, these committees will address local issues directly.

Multiple Municipal Corporations: These will manage broader urban issues within their respective jurisdictions.

Greater Bengaluru Authority: An apex body to oversee and integrate the efforts of various sub-organisations like BESCOM, BWSSB, and BDA.

Another critical recommendation is to increase the number of wards to around 400, each catering to a population of 25,000-30,000. This change is expected to enhance administrative efficiency and ensure better resource allocation.

Major Concerns and Criticisms

Despite the government's enthusiasm, the proposal has faced significant opposition, especially from former BBMP councillors. The main concerns are as follows

Lack of Consultation: Councillors argue that they were not consulted about the decision, despite their on-ground experience and understanding of the city's needs.

Delayed Civic Polls: Some other critics see this as a political ploy. They view the restructuring as a ploy to further delay the BBMP elections, which have been overdue since September 2020.

Revenue Disparities: Some fear splitting BBMP could lead to greater financial imbalances among the new corporations. For example, areas with a higher concentration of IT companies might generate more revenue, leaving others underfunded. This will seriously impact many of the residential areas that are upcoming micro markets in Bangalore real estate.

Past Failures: Many of the critics cite the failed experiment of splitting the Delhi Municipal Corporation. The opponents argue that similar models might not work for the Silicon Valley of India

The Road Ahead: What’s Next?

The Karnataka government is in the process of drafting a Bill for this restructuring, which is expected to be tabled in the Legislative Assembly soon.

Alongside this, there are also discussions about filing an affidavit before the High Court of Karnataka to seek more time for conducting municipal elections.

While the intention behind the proposal is to create a more effective governance framework for Bengaluru, its success will definitely hinge on addressing the valid concerns raised by its opponents. Equitable resource distribution, stakeholder engagement, and transparent implementation processes will be crucial in ensuring the restructuring benefits all residents of the city.

With the city’s growth showing no signs of slowing down, an efficient and responsive civic body is more critical than ever.
