Khata certificate is a legal document issued to property owners. It consists of information on the size, area, and location of the property. This system is introduced to help owners file for property tax and pay the same. "A Khata" and "B khata" Property Tax is levied on the residents of Bangalore and falls under the jurisdiction of the BBMP or better known as Bruhat Bengaluru Mahanagara Palike, The Bangalore municipal corporation.

'Katha' means 'account,' so the khata certificate in the context of property means an "account" of ownership. Khata is a legal document that recognizes the ownership of a specific property. To put even more simply, an A Khata meaning is that it is a document that certifies that the property owner has paid the necessary property taxes to the BBMP and is in ownership of a legal property.

Only an A khata" can enable the land buyer to construct on the said site. After obtaining the same, he or she can construct either a commercial or domestic structure.

The" B khata" is a separate register record maintained by the BBMP that lists the illegal properties as per the honorable Karnataka High Court order in December 2014. The "B khata" pertains to Section 108A of the Karnataka Municipal Act, 1976 (amended in 2009)

This record helps authorities to collect taxes from illegally constructed buildings, which includes

  • Properties without completion or issuance certificates.

  • Constructions in revenue land or unauthorized layouts

  • Properties in violations of bylaws

They can, however, be upgraded to "A khata" properties by fulfilling a few criteria such as-

How can you convert "B Khata" to "A Khata"?

Step 1: Apply for District Commissioner (DC) Conversion and convert the land from agricultural to non-agricultural use.

Step 3: Clear all property taxes due on the property to date as per the government norms.

Step 4: Gather all the major required documents

Step 5: Pay BBMP Betterment Charges, submit the form as well as the tax receipts to the Assistant Revenue Officer of the particular area.

Generally, "A khata" document will be issued within a period of 4 to 6 weeks after the submission of the form.

Major Documents for the conversion of "B Khata to A Khata certificate."

For converting "B khata" property to "A khata" property, must submit the following along with a form for conversion:

  • Title deed

  • Copies of property tax receipts paid previously

  • Sale deed

  • Conversion record of the land from agricultural to non-agricultural use

  • Evidence of any improvement charges paid

  • Occupancy certificate

  • Blueprint showing the structure's location

  • All the Blueprints showcasing the property's dimensions and other specifications

  • Khata extract

"B khata" properties also used to enjoy some of the rights that "A khata" properties have, but the recent Karnataka High Court order given in December 2014 nullified whatever legal status they had. As of now, "B khata" properties are categorized as illegal properties and have to be converted to "A khata" properties to avoid complications in trading, construction, and transferring of the property.

A khata certificate helps people get trade and building licenses, among other things. It also comes in handy while applying for loans and credit cards from banks and Housing Finance Companies.
