An Overview of PM SWAMITVA Yojana

On 24 April 2020, at 11 a.m., on the occasion of 'National Panchayati Raj Day 2020, Indian Prime Minister Narendra Modi interacted with all the sarpanchs in the country through video conferencing. The tweet from the Prime Minister's Office informed that all the sarpanchs would be joining this communication from their respective homes at a Common Service Centre (CSC) near to them, to follow the social distancing norms of the COVID-19 lockdown. The participants are free to share their views and concerns with the Prime Minister.

Interestingly, Panchayati Raj Minister, Shri Narendra Singh Tomar was also present on occasion. While addressing all the sarpanchs of the panchayats, the Prime Minister informed that the Coronavirus pandemic had taught a lot of things to Indians, like how to become self-dependent or atmanirbar. He also stressed that the time has come for each district, each grama panchayat, & also each village to become self-dependent.

On the occasion of 'National Panchayati Raj Day', Prime Minister Narendra Modi has launched two initiatives for accelerating the pace of development in Indian villages:

What is PM SWAMITVA Yojana?

The meaning of SWAMITVA is "Survey of Villages and Mapping with Improvised Technology in Village Areas". SWAMITVA Yojana is a Central Government Yojana that will provide an integrated property validation solution for rural India. Under the Yojana, the inhabited land will be demarcated in rural areas by using the latest surveying methods like drone technology with collaborated efforts of the State Panchayati Raj Department, Ministry of Panchayati Raj, State Revenue Department & the Survey of India. This means that the SWAMITVA Yojana will be used to map land ownership in the rural sector using the latest technologies like the use of drones.

Property cards for every plot or home in the village will be prepared by states using precise measurements delivered by drone mapping. These cards will be given to property owners and will be recognized by the Land Revenue Records department. Just like the PMAY scheme, this yojana is said to become an iconic one in India.

What is the need for PM SWAMITVA Yojana?

It was also revealed that the villagers have no record or documents to prove that their residential land is indeed theirs. So, the need for a plan arose, so that the record of that land could be decided. Due to these discrepancies in the records of land ownership, many disputes were continuously arising between the family members. As a result of these disputes, big families started to break into small nuclear families, and trust issues were formed between the members of the same family.

Aim of PM SWAMITVA Yojana:

SWAMITVA Yojana aims to fill the above gap by providing complete ownership rights to the people in these villages. It is expected to go a very long way in settling land rights in rural hinterlands, especially in the deep rural regions, and likely to become a vehicle for empowerment and entitlement, reducing social strife on account of contention over properties. The main aim of SWAMITVA is to provide an integrated property validation system and solution for rural India. It is a scheme for surveying and mapping land parcels in rural areas using drone technology and a Continuously Operating Reference Station (CORS) to create a non-disputable record. The mapping of land will be done across the nation in phases over a period of four years - from 2020 to 2024.

 How to apply for PM SWAMITVA Yojana

Benefits of PM SWAMITVA Yojana:

  1. SWAMITVA Yojana provides an integrated property validation solution.

  1. All the rural properties will be nominated.

  1. The inhabitants of rural areas will get the 'Right to Property' of residential land.

  1. Property Ownership Certificate will be given.

  1. To accomplish this, modern technology like Google mapping will be used.

  1. Rural areas or Gramin Kshetra will be demarcated by drone technology.

  1. This will help in reducing property disputes. The online portal will help in making it easier for villagers to avail of loans from banks using the given Property Cards.

  1. The Yojana will help streamline planning and revenue collection in rural areas and ensure clarity on property rights.

  1. When the record of property in rural areas is done, the tax can also be collected correctly from the owners.

  1. The tax money will be used for rural infrastructure.

  1. With the ownership plan, all the village society's works will be online.

  1. Being online, everyone will be able to see full details of their property online.

  1. The Yojana will enable the crafting of better-quality (GPDPs) or Gram Panchayat Development Plans.

  1. The Gram Panchayats are c mandated for the preparation of Gram Panchayat Development Plans for economic development and social justice.

  1. The GPDP will be based on a participatory process in concurrence with schemes of all related Central Ministries/Line Departments related to 29 subjects listed in the Eleventh Schedule of the Constitution.

  2. Details of the land will be provided on the e-village Swaraj portal.
