What is HMDA or Hyderabad Metropolitan Development Authority?

HMDA is the prime body that oversees the planning and coordination of the urban development of the city of Hyderabad.

Hyderabad Metropolitan Development Authority oversees the coordinated effort of Telangana State Road Transport Corporation, Water Supply & Sewerage Board, Telangana Industrial Infrastructure Corporation, Telangana Transmission Corporation, etc. so that there will be proper order and systematic approach to the urban development.

The organization is responsible for offering permissions for the land layouts, buildings, and commercial zoning within the city limits. HMDA's jurisdiction covers the districts of Hyderabad, Bhuvanagiri, Sangareddy, Medchal, Siddipet, and Medak.

Functions of HMDA

The organization's major functions are as follows:

1) Execute Projects & Schemes for the development of Hyderabad and its urban borders around the city also, certain municipalities as well as metropolitan regions.

2) Supervise and Oversee the development of the infrastructural projects across the zones and also make sure that the related public development works align with the interests of the populace and commercial buildings

3) Manage the Land Acquisitions for buildings, township development, public spaces, properties, etc

4) Restoration of dilapidated roads, and public amenties and Overseeing Movable properties and Mortgages

5) Initated land pooling scheme, encouraging farmers to voluntarily pool their land for planned urban develepment in the city.

7) HMDA is in charge of approving town planning proposals, such as layouts, subdivisions, and building plans, to verify that they comply with master plans and zoning requirements.

8) HMDA fosters the building of satellite towns around Hyderabad to manage population growth and reduce the strain on the city's infrastructure.

9) HMDA works with a variety of government departments and agencies to ensure that development initiatives are consistent with the region's master plan.

10) HMDA controls real estate development, ensuring that it adheres to regulatory standards and is consistent with the broader metropolitan development goals.

What is GHMC or Greater Hyderabad Municipal Corporation?

GHMC is a civic authority body that acts as the local government for both Hyderabad and Secunderabad. The organization aids in the development of both these cities.

Hyderabad Corporation, as well as Secunderabad Corporation, were formed back in 1950; however, under the Hyderabad Municipal Corporation Act of 1955, both these merged together.

The present GHMC was formed in the April of 2007. Over 12 municipalities and 8 grama panchayaths were added to it. Ever since, the organization regularly helps to aid in the planning, execution, and development of the city and the zones under its jurisdiction.

Functions of GHMC

The GHMC is responsible for administering and providing basic infrastructure to the city.

  • Building and Maintenance of road networks, streets, and flyovers.

  • Overseeing and Developing Public and Municipal schools.

  • Maintenance of parks, street lighting, and open spaces.

  • Garbage disposal and street cleanliness.

  • Urban development and city planning of new areas.

  • To ensure legal and controlled operations, the GHMC grants a variety of licenses and permits to enterprises, stores, trades, and other commercial activities under its jurisdiction.

  • GHMC oversees the city's stormwater drainage system, which helps to reduce flooding and waterlogging during the monsoon season.

  • GHMC creates and maintains parks, playgrounds, and recreational spaces for inhabitants who value green space and socializing.

HDMA:

1) New Headquarters and Digital Transformation: HMDA recently moved its headquarters to Paigah Palace. This move may represent a fresh start, coinciding with their increased emphasis on online services. A significant change is the mandatory use of the TS-bPASS portal for building permission and clearance applications. This shift to online processing aims to streamline procedures and increase transparency.

2) Combating Corruption and Ensuring Ethical Practices: The issue of corruption within the HMDA has recently come to light. The Anti-Corruption Bureau (ACB) has investigated and arrested former officials. This crackdown, along with Chief Minister KCR's emphasis on vigilance and transparency, demonstrates the organization's commitment to ethical practices.

3) Envisioning a Unified Hyderabad Metropolitan Region: An intriguing proposal gaining traction is the establishment of a "Greater Hyderabad Municipal Corporation." This ambitious plan envisions combining neighboring municipalities with the existing GHMC. This unified body would be under the purview of HMDA, with the goal of achieving consistency in development throughout the Hyderabad Metropolitan Region.

GHMC:

1) Promoting Sanitation and Addressing Civic Issues: GHMC has actively addressed public health and infrastructure issues. Initiatives include targeted campaigns against illegal billboards and unauthorized constructions, with the goal of creating a cleaner, more organized urban environment. They are also addressing water logging issues in specific areas, which is a common concern during monsoon seasons.

2) Expanding Online Citizen Services: In hopes of sustaining with the growing trend of digital governance, the GHMC is constantly expanding its online services. Citizens can now easily access property tax information, and mutation certificates, and even apply for trade licenses via the GHMC website. This online accessibility empowers citizens and improves efficiency.

3) Smart City Initiatives and a Look Towards the Future: GHMC likely plays a role in the ongoing smart city initiatives transforming Hyderabad. These projects focus on improving infrastructure, implementing intelligent traffic management systems, and developing sustainable waste management solutions. These advancements position Hyderabad for a future-proof and well-connected urban environment.
