Goodbye BBMP: Bengaluru Welcomes the Greater Bengaluru Authority

On May 15, 2025, Bengaluru officially entered a new phase of governance.

The Bruhat Bengaluru Mahanagara Palike (BBMP), long synonymous with the city’s civic management, has been replaced by a new body, the Greater Bengaluru Authority (GBA).

This is more than a name change. The GBA is part of a large-scale effort to decentralize administration, increase efficiency, and prepare the city for future urban challenges.

Why Was BBMP Replaced?

The BBMP managed 709 square kilometres and over 1.3 crore citizens. But the system struggled with urban sprawl, poor service delivery, and a lack of coordination across agencies.

To address this, the Karnataka government passed the Greater Bengaluru Governance Act, 2024, which officially dissolved BBMP and launched the GBA in May 2025.

The goal is to introduce a more modern, structured, and citizen-responsive model of urban governance.

What Is the Greater Bengaluru Authority (GBA)?

The GBA is a new metropolitan governance body that oversees city-level planning, infrastructure, and administration. Unlike BBMP, which operated as a single civic body, the GBA plans to function as an umbrella authority supervising multiple smaller city corporations.

How Will the City Be Structured Now?

Each corporation will have its own mayor, officers, and local governance team. These local units will manage day-to-day civic operations. The GBA will provide oversight and coordinate development, budgeting, and planning between these entities.

The first elections for these new corporations are expected to take place by September 15, 2025.

Integration with Other Agencies

A major goal of the GBA is to eliminate the disconnect between various city agencies. GBA will oversee and coordinate with:

  • Bangalore Development Authority (BDA)

  • Bangalore Water Supply and Sewerage Board (BWSSB)

  • Bangalore Metro Rail Corporation (BMRCL)

  • Bangalore Metropolitan Transport Corporation (BMTC)

This coordination is expected to fast-track approvals, improve service delivery, and reduce redundancy.

What Happens to BBMP’s Staff and Offices?

BBMP’s staff will be reassigned to the new corporations. Offices, records, and infrastructure will also be redistributed to fit the new governance model. Most operational functions will continue during the transition.

Public Feedback and Concerns

Several urban planners and citizen groups have voiced concern about the centralization of power. With the GBA being chaired by the Chief Minister, many fear reduced local accountability.

Critics say the model might dilute the spirit of the 74th Constitutional Amendment, which gives local governments the authority to function independently.

There are also legal and political debates around whether this model will lead to meaningful change or just add another layer of administration.
