Smart Cities Mission and Its Role in Building a Resilient India

21, January 2026

Smart Cities Mission is a visionary initiative by the Indian Government that aims to provide core infrastructure and, a clean and sustainable environment. The smart city mission was launched on June 25, 2015, and Prime Minister Narendra Modi launched the initiative. The Union Ministry of Urban Development is mainly responsible for implementing this mission.

India's urban population is projected to reach 600 million by the year 2031, which highlights the urgent need for efficient urban planning and management. This Mission seeks to achieve this through strategically planned interventions in key areas such as infrastructure, transportation, energy conservation, administration, and quality of life enhancement.

The Mission functions as a centrally sponsored scheme. The Central Government would provide financial support of Rs. 48,000 crores over five years, or an average of Rs.100 crore per city annually. The State/ULB (Urban Local Bodies) will contribute a similar amount on a matching basis. Further funds will be collected through a convergence, including ULB funding, Finance Commission grants, innovative finance mechanisms such as Municipal Bonds, other government programs, and borrowings. The corporate sector has been encouraged to participate in Public-corporate Partnerships (PPP). Citizens' aspirations were reflected in the Smart City Proposals (SCPs) prepared by the selected cities. At the national level, these proposals contain more than 5,000 projects costing more than Rs. 2,00,000 crores of which 45 percent is to be funded through Mission grants, 21 percent through convergence, 21 percent through Public-Private Partnerships, and the remaining from other sources.

In total, 100 cities are selected by the government. These cities will upgraded as per the area developmental plan. All the Indian states are participating in this program except West Bengal. The smart cities in Andhra Pradesh are some of most eagerly awaited ones. This state has not attended because of the difference between the state and central government.
