Originally planned as a Public-Private Partnership, the project had delays, resulting in contract termination in January 2015. On June 15, 2020, Chief Minister B. S. Yediyurappa lay the foundation stone for the development, expected to cost ₹4.5 billion. The airport is being developed in two phases, with Prime Minister Narendra Modi inaugurating the first phase on February 27, 2023. The airport, named after Kuvempu, a prominent Kannada poet of the 20th century, represents Karnataka's cultural history as well as modern infrastructure advancement.

It covers an area of around 4,000 acres (1,600 ha) and is located about 35 kilometers (22 miles) north of Bangalore near the town of Devanahalli. Bengaluru International Airport Limited (BIAL), a joint venture of public and private companies, owns and operates the airport. It opened in May 2008 to help relieve traffic congestion at HAL Airport, the city's previous major airport. It's named after Kempe Gowda I, the founder of Bangalore. What's unique about this airport is that it is the first international airport in Karnataka to run entirely on solar power, because of Cleanmax Solar.
